WHAT IS THE CREEDMOOR COMMUNITY MASTER PLAN?

The Creedmoor Community Master Plan will be the framework that guides how New York State will redevelop portions of the Creedmoor Psychiatric Center campus in Eastern Queens. Beginning in February 2023, Empire State Development (ESD) will engage residents, local organizations, civic groups, and elected officials to develop a community-based plan that maximizes the development potential of the Creedmoor campus and ensures compatibility with the surrounding neighborhoods and with Portions of the Creedmoor Psychiatric Center that will continue to provide services to the mentally ill over the long term. To accomplish this, ESD plans to hold public visioning meetings and use digital engagement tools to gather diverse perspectives and ideas to inform the Master Plan for Creedmoor's future. This plan will serve as the foundation for future development proposals and environmental reviews at the Creedmoor campus.

Empire State Development, New York's statewide economic development agency, is leading the effort in partnership with Queens Borough President Donovan Richards Jr. ESD's role is to work with the communities around Creedmoor to develop the Master Plan, study the environmental impacts that implementing the Plan would have on the surrounding neighborhoods, and issue requests for proposals (RFPs) to development firms and community organizations to make the Master Plan a reality in the coming years. ESD will also conduct studies on the existing site and buildings to understand any needed infrastructure upgrades and environmental remediation.
